I tried to search for one thing and it game up with no results then I tried again and it told me I could search again in 20 seconds.

Just curious. I mean I get it for posting topics but searching?

searches can be quite resource intensive. in the absence of flood control, someone could theoretically slow down the board or cause it to become unresponsive by overwhelming it with search queries.

20 seconds might be a bit excessive for a site like this but that's probably the default setting and likely for good reason.
